My 11- month-old just started clapping his hands on his own. He’ll do it anywhere and anytime. Should I discourage or encourage the behavior at the appropriate settings?

Yippee! The first time your child claps and figures out that he did it is so fun. There is absolutely nothing for you to do but sit back and relax, camera in hand.
There are so many development issues being sorted out here: gross and fine motor skills allowing control of the arms and hands; eye-hand coordination making sure those two chubby little hands actually make contact; emotional awareness of stimulus and response ... it’s a child development specialist’s dream!
I can’t think of any situation that is inappropriate for an infant clapping and squealing with delight in their accomplishment. And if there is one, leave the baby at home. Have fun.
