Whilst trying to enjoy a quiet Sunday an obviously mentally ill man began SCREAMING at the top of his lungs incoherently, and frighteningly at the top of his lungs.

I'm adjacent to the 20th Street off ramp and homeless encampment and this is becoming regular feature of life here. It's absolutely unbearable! Please, please do something!

I'm 77 years old and a 35 year resident of the City of Santa Monica, don’t I have a right to “age in place” like Santa Monicans for Renters' Rights always touts?
