Boogaloo Shrimp/Daily Mess CHI-CHI-CHI-CHEER YA: In a bit of unexpected whimsy, city leaders called one another and conspired to change the familiar dinosaur hedge things on the Third Street Promenade with likenesses of their favorite Chia Pets. Councilman Herb Catz chose the (Puppy Chia above), councilwoman Spam Nomatter liked the Bovine Chia, while Councilman Rob Coniver tapped the Ram Chia.
