On August 13, at about 2:36 a.m.

Officers were patrolling the area of the 1000 block of Alta Ave when they noticed a bicyclist riding his bicycle in darkness without a headlight in violation of the vehicle code. When the officers stopped him to talk to him about the violation, they noticed a make shift pry tool attached to the front of the bicycle. Based on his statements, the possession of a pry bar and his vehicle code violation, he was arrested and transported to the SMPD Jail. Kirk Colin Parish, 53, from Compton, was arrested for possession of burglary tools.
