On September 19, at about 12:50 a.m.
While monitoring Pacific Coast Highway for any vehicle code violations, an officer saw a vehicle make a U-turn against a posted indicating no U-turn. The car pulled into the 1500 Beach Lot. The officer stopped the vehicle for the violation. As the officer approached the car, he recognized a strong odor of marijuana and smoke coming from the car. The officer conducted a series of field sobriety tests on the driver. The officer determined the driver was driving under the influence of marijuana and placed him under arrest. Felipe Alvarez, 18, from Los Angeles was issued a citation for driving under the influence and driving without a license.
