On September 28, at about 9:16 p.m.
Officers responded to the Civic Center Parking Structure – 333 Civic Center Drive – regarding a subject loitering in the parking lot. Officers located the subject in level two of the parking structure. The subject did not have a car in the lot or a valid reason for being in the structure. The subject was also using a power outlet in the structure to charge his cellular telephone. A computer check of the subject led to the discovery of an outstanding disturbing the peace warrant for his arrest. The subject was placed under arrest. Iric Ray Messing, 25, homeless, was arrested for loitering in a city structure, theft of utility service, probation violation and outstanding warrant. Bail was set at $40,000.
