On October 10, 2018 at about 7:10 a.m.
While patrolling the parking structure at 1527 4th Street, officers discovered a subject sleeping in an elevator in violation of a municipal code. Officers had the subject walk out of the elevator. As officers were attempting to identify the subject, the subject stood up and tried to run away from officers. The subject was quickly detained and taken into custody. The subject was found to be in possession of a methamphetamine smoking pipe. A computer check revealed several outstanding warrants totaling $40,000 for his arrest. Kenneth Allen Woolfolk, 31, homeless, was issued a citation for loitering in a parking structure, possession of narcotics paraphernalia, resisting arrest, a probation violation and warrants.
