Officers observed a subject in violation of the municipal code. He was detained for the violation and found to have two outstanding warrants for a narcotics and a municipal code violation. Nestor Leonel Alvarez-Ordonez, 30, from Santa Monica, was arrested for warrants and the theft of a refuse container. Bail was set at $15,500.
