*By By Daily Press Staff*

Crime Watch is a weekly snapshot of the Santa Monica Police Department, culled from their own reports. The following are arrests only. All parties are innocent until proven guilty in a court of law.

FRIDAY, FEB. 8, AT 6:30 P.M., Santa Monica police officers on routine patrol stopped a vehicle in the 1500 block of Ninth Street for having tinted windows that were too dark. During their investigation, officers discovered that the driver had no valid drivers license. During a search of the suspect, officers discovered three rocks of cocaine and a small glass pipe commonly used to smoke crack. Hidden under the floorboard on the drivers side of the car was a hypodermic needle filled with 30 CCs of a brown liquid that tested positive for opiates. The suspect was arrested for possession of a controlled substance, a hypodermic needle and drug paraphernalia. The suspect was identified as Mark Arthur Frank, 49, from Reseda. His bail was set at $29,931\. Police said Frank had outstanding warrants.

SUNDAY, FEB. 3, AT 6:50 P.M., Officers responded to the 2800 block of Kansas Avenue after receiving a report about a man trying to smash a car window. When officers arrived, they made contact with several witnesses who said they saw a black man in his 20s trying to smash the windows out of a parked car with his fists. After several failed attempts, the suspect allegedly grabbed a brick and used it to break the front and rear windows of the car and then fled. Armed with a description of the suspect, officers were able to locate him at the corner of Stewart Street and Pico Boulevard. Witnesses positively identified the suspect as the man who broke the car windows. He was placed under arrest for attempt auto burglary and transported to the Santa Monica Jail. During a search, officers found a CD case on the suspect with several CDs inside. Officers went back to the scene of the alleged crime and spoke with the owner of the car, who said that his CD case had been stolen. The suspect was then booked for burglary. He was identified as Miles Dwayne Kingsby, 21, from Los Angeles. His bail was set at $20,000.

THURSDAY, FEB. 7 AT 8:55 P.M., Officers on routine patrol in the 2100 block of Olympic Boulevard observed a man riding a bike with no head light in violation of the vehicle. The subject was detained by officers. During an interview with the bike rider, officers observed him drop a glass pipe on the ground. Officers recovered the pipe. As they continued to talk with the suspect, they noticed that his eyes were dilated and that he appeared to be under the influence of a controlled substance. The suspect was arrested for possession of drug paraphernalia. The suspect was on parole for narcotics related offenses. He was identified as Darryl Lamarr Gill, 33, a transient. His bail was set at $10,000.

WEDNESDAY, FEB. 6, AT 9:55 P.M., Officers responded to the 1000 block of Montana Avenue — Babalu — regarding a man who was standing outside the restaurant screaming. Officers said the suspect picked up a chair and through it through a plate glass window, causing it to shatter. Police said a patron at the restaurant was hit in the eye with glass and was treated and later released. This changed the crime from felony vandalism to assault with a deadly weapon. Police arrested the suspect. He was identified as Robert Angelo Dibartolo, 55, a transient. His bail was set at $30,000.

THURSDAY, FEB. 7, AT 2:30 A.M., Officers on routine patrol near the corner of Lincoln Boulevard and Broadway noticed a vehicle with excessive tint. Officers made a traffic stop and ran the license plate, discovering that the driver had a misdemeanor warrant for his arrest. The driver also did not have a drivers license. Police placed the driver under arrest. The passenger was searched and officers discovered in the passenger’s purse a pipe commonly used to smoke narcotics. The passenger was placed under arrest for possession of drug paraphernalia. The driver was identified as Juan Sandoval, 28, from Los Angeles. No bail was issued because the suspect was on parole and had a warrant. The passenger was identified as Sonia Garcia, 25, from Los Angeles. Her bail was set at $10,000.

TUESDAY, FEB. 5, AT 7:20 P.M., Officers responded to the corner of 20th Street and Colorado Avenue regarding an assault with a deadly weapon. When officers arrived, they spoke with the alleged victim who said he was drinking alcohol with a friend when the two got into an argument over money. The suspect allegedly grabbed an empty beer bottle and hit the victim in the face, and took $30 from the victim. The victim sustained a laceration to his lip, police said. Armed with a description of the suspect, officers detained him at short time later. He was positively identified by the victim and arrest for assault. He was identified as Felix Garcia, 41, a transient. His bail was set at $50,000.
