Officers responded to the intersection of 26th and Wilshire to assist Santa Monica Fire Department with an individual who was laying in the middle of the road. Upon police arrival, the subject refused to get off the road and proceeded to jump onto a fire truck. Officers were able to remove Stephen Gennero Mannella and arrested him for obstructing the roadway.
