Dispatchers received a call about a suspect who was breaking into vehicles inside a subterranean garage. Upon arrival, Officers searched the garage and located the suspect inside a vehicle. A witness relayed he had seen this individual ransacking various vehicles. The suspect was found in possession of property belonging to the owner of the vehicle, along with tools, and methamphetamine. Andre Terrel Bernard was arrested for 459 PC - Burglary on a vehicle, 466 PC - Possession of Burglary tools, 496(a) PC - Possession of Stolen Property, 11377(a) HS - Possession of Dangerous Drugs, and 11364(a) HS - Possession of Drug Paraphernalia.
