A one-block stretch of Bicknell Avenue, between Ocean Avenue and Neilson Way, could serve as a demo for a new concept called “green streets,” a sustainable storm water strategy. The mainly grant-funded demonstration includes improving water quality by installing landscape infiltration strips, reducing the quantity and improving the quality of storm water runoff, according to the staff report.

The council will be asked to modify a contract with Kimley-Horn and Associates, adding a $106,000 item to pay the firm for design services.

Bicknell is an ideal location for the project because of its width — 56 feet — allowing enough room to reduce the size of the street by adding 6-foot-wide infiltration strips without affecting pedestrians and traffic, the staff report states.

“By constructing the improvements at this location, stormwater runoff is collected and water quality is improved from a larger area of the city beyond the one block of Bicknell Avenue,” according to staff.
