Los Angeles County officials announce lawsuit against Roblox gaming platform over child safety concerns

The County of Los Angeles filed suit against social media gaming platform Roblox Friday, alleging the company failed to protect children from predatory behavior, sexually explicit content, and exploitation on its platform.

The lawsuit, filed by County Counsel Dawyn R. Harrison on behalf of the People of the State of California, alleges that Roblox markets itself as a safe digital space for creativity while failing to implement effective moderation or age verification systems. It further alleges the company puts corporate profit over the safety of children.

Roblox has reported more than 151 million daily active users and over 380 million monthly users as of late October 2025, making it one of the largest children's gaming platforms in the world. More than 40% of users are reported to be under age 13, and according to the company's own surveys, nearly 75% of all U.S. children between ages 9 and 12 play Roblox regularly.

"This lawsuit is about protecting children from online predators and inappropriate content," said Los Angeles County Board Chair and First District Supervisor Hilda L. Solis. "Los Angeles County is taking action to hold the company accountable and demand real safeguards."

"This is not about a minor lapse in safety. It is about a company that gives pedophiles powerful tools to prey on innocent and unsuspecting children," Harrison said. "The trauma that results is horrific, from grooming, to exploitation, to actual assault. This needs to stop."

Rafael Carbajal, director of the County's Department of Consumer and Business Affairs, said Roblox has long been aware that predators use its platform to target children yet failed to take necessary action.

The lawsuit, the first of its kind filed by a California governmental entity targeting Roblox for child endangerment and exploitation, was filed in Los Angeles Superior Court. It alleges violations of California's Unfair Competition Law and False Advertising Law and seeks injunctive relief, abatement, and civil penalties of up to $2,500 per day for each violation.
