On February 22, at about 2:45 a.m.
An officer responded to a radio call for service of loud music coming from a car parked in front of a residence In the 700 block of Hills Street. When officers arrived, they discovered the driver passed out in the driver's seat. The engine was still running and in reverse gear. The driver was awoken and asked to step out of the car. An officer conducted a series of field sobriety tests. The officer determined the driver was under the influence of alcohol and unable to drive. Jacob Joseph Richardson, 43, from Houston, TX was arrested for DUI. Bail was set at $15,000.
