On August 29 at approximately 6:50 a.m., aSanta Monica police officer was traveling westbound at the 1200 block of California Avenue and saw in the eastbound lane a driver talking on his cellphone. The officer immediately made a U-turn and stopped the driver for the vehicle code violation, then discovered the driver did not have a valid driver's license either. The driver was then transported to the Santa Monica jail so his identity could be verified and later released with a citation.Didier Paolo Ortiz-Rodriguez, 32, of Los Angeles had bail set at $100.
