On February 10, at about 12:05 a.m.
While patrolling the 2000 block of Main Street, an officer saw a subject riding an electric bicycle on the sidewalk in violation of the Santa Monica Municipal Code. The officer stopped the bicyclist for the violation. The subject admitted to possessing a narcotics smoking pipe. A search of the subject led to the recovery of a replica handgun, methamphetamine, and marijuana. A search of the subject’s backpack led to the recovery of bolt cutters, pliers, several flashlights and gloves. Officers also located bankcards, credit cards and medical insurance cards belonging to other persons. Francisco Fermin Gutierrez, 36, from Los Angeles was arrested for possession of an imitation firearm, possession of methamphetamine, possession of narcotics paraphernalia, possession of burglary tools, appropriation of lost property and riding an e-bicycle on a sidewalk. Bail was set at $1,000.
