The Pico Neighborhood Association (PNA), representing Santa Monica’s most ethnically, generationally, and economically diverse neighborhood, has taken a position opposing Measure GG and Measure ES on the November 3 ballot.

NO on Measure GG. Measure GG is presented as a tenant protection, but it does the opposite. It allows the cap on rent control registration fees to increase every year, and landlords can pass up to half of those fees on to their tenants. As registration fees go up, so will the rent for every rent control tenant in Santa Monica. The measure also creates two new grounds for evicting tenants from deed-restricted affordable housing, putting working families at risk of losing their homes if their incomes rise even modestly or if they don’t turn in their financial documents within the time given by landlords. Rising rents and new paths to eviction will hit our elderly renters on fixed incomes and our low-income families the hardest, creating instability in their housing and pushing them closer to displacement.

NO on Measure ES. The PNA strongly supports our public schools. But Measure ES does not add new money for our schools. It shifts the City’s existing $12 million annual commitment onto residents through a $495 parcel tax that rises with inflation every year. Measure ES is a regressive tax: a small homeowner pays the same as a large office complex, and the cost can be passed on to renters, so the burden falls hardest on those who can least afford it. It is also a perpetual tax with no end date, and it goes on forever unless voters repeal it. Meanwhile, the City funds it frees up carry no spending restrictions. Working families should not carry the burden of the City’s budget problems. The City should renew its long-standing partnership with the school district instead.

The Pico Neighborhood Association urges all Santa Monica voters to vote NO on Measure GG and NO on Measure ES.
