On October 2 at 7 p.m.
Officers were conducting a periodic check in the area of 1500 block of 4th Street. They observed a male subject loitering by the stairwell of the parking structure at the Ken Edwards Center. When the male noticed the officers, he made a signal to someone nearby. Officers made contact with the male and saw a female seated at the downward stairway. During the investigation, the female provided officers with an identification card of someone else stating it was her. The picture was different. Officers further investigated and discovered the female was in possession of heroin and paraphernalia used to inject the drug. She was placed under arrest and taken into custody without incident. Norma Terrazaz, 42, homeless, was arrested for identity theft, possession of opiates and possession of injecting paraphernalia. Bail was set at $50,000.
