The Santa Monica-Malibu Unified School District Board of Education has appointed Dr. Michael Hoover as a new special education coordinator, effective this summer.

The board approved Hoover's appointment at its June 5 regular meeting. He will serve as one of four special education coordinators supporting students and families across the district.

Hoover brings more than 20 years of experience in education, specializing in inclusive practices, behavioral support systems and educational equity. He has served as a school psychologist within SMMUSD since 2010, conducting assessments, delivering psychological services and facilitating individualized education program meetings.

"I am honored to serve the Santa Monica-Malibu Unified School District as a special education coordinator," Hoover said. "Supporting students, families, and educators has always been deeply rewarding, and I look forward to continuing this important work in my new capacity."

In his current role, Hoover has worked with educators and administrators to ensure students receive appropriate services in the Least Restrictive Environment. He has also provided professional development to staff, families and private providers.

From 2016 to 2023, Hoover served as the Tri-City Special Education Local Plan Area representative to the California Autism Professional Training and Information Network. He provided evidence-based training to educators, parents and community members throughout the greater Los Angeles area while coaching special education service providers.

Before becoming a school psychologist, Hoover spent nearly a decade as a general education teacher in Los Angeles Unified and District of Columbia Public Schools. He led school-wide initiatives, served on leadership teams and was nominated for New Teacher of the Year in Washington, D.C.

Hoover holds a Doctor of Psychology in educational psychology from Alliant International University and master's degrees from Loyola Marymount University and George Washington University. He earned his bachelor's degree in English and world literature from Pitzer College.

He is a licensed educational psychologist, board-certified behavior analyst and nationally certified school psychologist. He also holds clear pupil personnel services and multiple subject teaching credentials.

"Dr. Hoover brings a unique blend of clinical expertise, instructional experience, and a deep understanding of inclusive education practices," said Superintendent Dr. Antonio Shelton. "His long-standing service to SMMUSD and his dedication to supporting the success of all students make him an excellent addition to our special education leadership team."
