On July 28 at about 1:34 a.m., Santa Monica police officers responded to a radio call for service in the 2500 block of 4th Street regarding a burglary in progress.
Upon arrival, officers saw a broken window in the kitchen area of an apartment. A suspect was standing just outside of the broken window while his hand and head were inside the apartment.
Officers confronted the suspect and asked what he was doing. The suspect stated he was trying to break into the apartment.
The suspect was taken into custody without incident. Kacey Lee Bell, 26, of Los Angeles, was arrested for burglary. Bail was set at $20,000.
