On April 20, at approximately 8:25 a.m.
Officers were patrolling the 1200 block of 9th Street and determined an unoccupied vehicle parked on the street was reported stolen.
On August 28 at approximately 8:30 p.m., the victim arrived home and found her brother (the suspect) acting erratically, as if he was under the influence of drugs.
