On December 30, 2016 at about 5:35 p.m.
Officers were on foot beat patrol noticed a subject with an open bottle of an alcoholic beverage and was trying to conceal the bottle. Officer spoke with the subject and noticed he was intoxicated and unable to care for himself. The subject was also in possession of a UPS box containing newly purchased merchandise. The package was addressed to another person in Santa Monica. Officers contacted the resident and determined he was expecting the package and had not received it. The subject was placed under arrest without incident.
Christopher Michael Hicks, 36, from Sacramento was arrested for receiving stolen property and public intoxication. Bail was set at $1,000.
