I think it would be a fair idea and a good thing for the city of Santa Monica to increase the cost of dog licenses and triple the amounts of fines to dog owners for violating leash laws, off-lease rules and scoop laws to reimburse the cost to the city to pressure wash the years and years of heavy deposits of dog urine and residual feces on every lamp post, mailbox, fire hydrant, sidewalk, etc. all along our otherwise beautiful Main Street. Also, it would not be unreasonable to require that all dog owners have city-mandated insurance to cover dog bites and scratches.
