LA County debuts new public comment system to make board meetings more accessible

The Los Angeles County Board of Supervisors rolled out a new public comment registration system at its Tuesday, Sept. 1 meeting, part of an effort to make board meetings more accessible for residents.

The system, supported by PublicInput, registers residents who want to address the board during public comment, whether by phone or in person. It eliminates the need for an access code or PIN when calling in and sends registered speakers real-time text messages when it is their turn, replacing the "raise hand" feature. Callers who are disconnected do not lose their place in line. The system is ADA-compliant and includes a screen-reader-friendly portal.

"Government works best when people can easily participate. By modernizing the public comment process, we are reducing barriers and creating more opportunities for residents across Los Angeles County to make their voices heard," said Board Chair and First District Supervisor Hilda L. Solis.

Supervisor Holly J. Mitchell said the system respects residents' time by notifying them when their item is coming up. Third District Supervisor Lindsey P. Horvath said it makes participation "more accessible, more transparent, and more responsive." Fourth District Supervisor Janice Hahn said the overhaul aims to empower residents who cannot travel downtown on a Tuesday. Fifth District Supervisor Kathryn Barger said modernizing the system makes it easier for residents to weigh in on county decisions.

Registration takes four steps. Speakers register online at publiccomment.lacounty.gov and select the items they wish to address. They receive a text message when their item is active. They then call the local line, 213-444-2600, with no access codes or PINs required. A voice announces each speaker's turn by name.

Speakers need to register only once, whether for one item or several. Registration opens 30 minutes before each meeting, and residents may register in advance for meeting reminders when the agenda is released.

"This new system removes the barriers that have historically kept people from making their voices heard — whether it's navigating parking downtown or not knowing when your agenda item will come up," said Edward Yen, executive officer for the board. "Now, anyone with a phone can register, stay informed in real time, and speak their mind."
